In the late 1980s URBED produced an influential report for the Department of the Environment called Managing Urban Change. This identified that a key weakness with urban regeneration was the management skills of the voluntary sector. It led to a programme of entrepreneurial management skills training for voluntary groups initially funded by the DoE it has since been used with a range of groups and organisations such as the Liverpool Housing Action Trust.
